Opportunity Information: Apply for PAS LUSAKA AFCP FY2024
The Ambassadors Fund for Cultural Preservation (AFCP) grant opportunity, administered through the U.S. Embassy in Lusaka, is a competitive funding program meant to support projects that protect and preserve cultural heritage in Zambia. The program exists to help safeguard heritage that is historically or culturally significant to Zambians while also reflecting U.S. respect for other cultures. This call is for Round 1 submissions and focuses on funding a single, clearly defined preservation project per applicant, with a required concept note as the first step before any full proposal is requested.
AFCP supports projects in three main heritage categories. The first is cultural sites, which can include historic buildings, sacred places, monuments, and archaeological sites. Typical activities might involve restoring or stabilizing a historic structure, conducting documentation that supports preservation, developing site management plans, or carrying out an archaeological survey when it is directly tied to a preservation plan rather than research. The second category is cultural objects and collections held by museums, cultural sites, or similar institutions. This can cover conservation treatment for objects, assessments of collection conditions and needs, inventory work designed to support conservation, improved storage or display environments that protect collections, and specialized training in conservation and collections care. The third category is forms of traditional cultural expression, such as languages, rituals, music, dance, drama, crafts, and other knowledge traditions. Projects here often involve documentation and audiovisual recording of threatened traditions and making those records accessible, or training and transmission efforts aimed at preserving traditional arts or crafts at risk of disappearing.
The program has a clear set of activities and costs it will not fund, and proposals that include them can be deemed ineligible. AFCP will not support the purchase or preservation of privately or commercially owned cultural property, nor will it fund natural heritage work unless there is a strong cultural heritage dimension. It does not fund preservation of human remains, news media, or widely available published materials, and it does not support classroom curriculum development. Archaeological excavations or exploratory surveys conducted mainly for research are not allowed, and historical research is only acceptable when it is essential to making the preservation project succeed. The fund also excludes new museum exhibits or acquisitions, construction of new buildings or additions, permanent protective coverings, commemorative art or architecture commissions, and the creation or modern adaptation of performances or traditions. Replicas or conjectural reconstructions, relocation of sites, or removal of cultural objects from Zambia are also prohibited. Digitization is generally not supported unless it is part of a larger, well-justified conservation, documentation, or public diplomacy effort. Standalone studies and plans are discouraged unless they are a component of a broader project that will implement the results. Financial restrictions also apply: the fund will not pay for endowments, revolving funds, fundraising campaigns, contingency or miscellaneous budget lines, or work completed before an award is announced unless specifically allowable under federal cost rules and approved. International travel is typically not supported unless it is essential to the project or provides justified expert exchange opportunities. Finally, projects must fall within the required funding range; proposals under USD 10,000 or over USD 50,000 are not eligible.
Funding details indicate awards generally range from USD 10,000 to USD 50,000, with an anticipated 1 to 3 awards. The performance period can be from 12 to 60 months, and projects are expected to be completed within 60 months or less. The instrument type may be a grant or a cooperative agreement, depending on the project and level of involvement required. Project start dates vary by project timelines and review outcomes.
Eligible applicants include Zambian government ministries or institutions with a cultural preservation mandate, non-governmental organizations, museums, and educational institutions, including public higher education institutions. The opportunity also references eligible implementers such as registered local NGOs in Zambia and think tanks. Individuals and commercial entities are not eligible, and organizations that previously received AFCP funding but did not meet prior objectives or reporting requirements are also excluded. A key administrative requirement is that any organization ultimately selected for funding must be registered and active in the U.S. government System for Award Management (SAM). Applicants advancing to Round 2 are encouraged to start SAM registration immediately if they are not already registered, since it can take time and is required before an award can be issued.
The application process is explicitly two-stage. In Round 1, applicants submit a concise concept note of about three pages, using the required concept note form, along with a budget. The purpose is to let the Embassy evaluate the idea and its preservation objectives before asking applicants to invest time in a full application. After review, the U.S. Embassy in Lusaka, working with the Cultural Heritage Center in the Bureau of Educational and Cultural Affairs, will invite only shortlisted applicants to submit full proposals in Round 2.
Concept notes and budgets must be submitted by email to LusakaPASGrants@state.gov by January 15, 2024, and late submissions are not considered.
