The USDA Natural Resources Conservation Service (NRCS) in Massachusetts is offering a discretionary funding opportunity to support expanded use of Integrated Pest Management (IPM) on cropland across the state, including orchards and privately managed shellfish aquaculture areas. NRCS is looking to enter into a cooperative agreement with one selected partner to help carry out IPM evaluations on multiple private landowner properties, provide direct technical assistance to NRCS customers through on-site visits, and strengthen IPM capacity within NRCS by delivering regular trainings for NRCS staff and affiliated partners. The agreement is designed to be flexible year to year, with NRCS and the selected applicant coordinating annually to decide which IPM site visits should be prioritized based on interest and need.
A central deliverable is field-based assistance: applicants must state how many IPM site visits and written IPM plans they can complete in an average contract year, with at least 10 site visits and plans per year identified as an acceptable minimum. In addition to direct producer support, the selected partner must also provide capacity-building for NRCS by conducting 1 to 2 IPM trainings each year for NRCS staff and partners. Applicants are expected to propose training topics or ideas covering the full agreement period, showing how those sessions will expand practical knowledge and improve NRCS and partner ability to support IPM implementation.
Eligibility is broadly open to domestic applicants (unrestricted), but foreign entities and individuals are not eligible. Applicants are also expected to be familiar with, and operate in compliance with, relevant state, federal, and local laws, policies, and regulations that apply to IPM in Massachusetts. Proposals will be evaluated using the scoring criteria described in Section E of the full Notice of Funding Opportunity (NFO).
Applications must be submitted through Grants.gov no later than 11:59 pm Eastern Time on June 29, 2024. Technical problems with Grants.gov are handled by Grants.gov Applicant Support (1-800-518-4726 or support@grants.gov), and NRCS staff will not assist with Grants.gov account or platform issues.
