It also calls out barriers-to-employment populations such as foster youth, parenting youth, youth experiencing homelessness, and justice-impacted youth. In practical terms, applicants are expected to design programming and partnerships that meet these young people where they are and address obstacles that often block access to career exposure, training, supportive services, and early job experiences.
A key restriction applies to prior awardees: organizations that received funding under the FY 2023 Workforce Pathways for Youth FOA (FOA-ETA-23-06) are not eligible for this competition. Applications from those entities will be treated as non-responsive, and the government will verify eligibility using the applicant's Employer Identification Number (EIN), so this is not a flexible requirement.
