The Workforce Pathways for Youth - Rounds 4 and 5 funding opportunity (FOA-ETA-24-07) is a discretionary grant competition run by the U.S. Department of Labor, Employment and Training Administration (CFDA 17.280). Examples include before- and after-school programs hosted on a school campus, as well as programs located off-campus, such as academic enrichment (like reading or math supports), specialty tracks (such as STEM or arts programming), or multipurpose youth development programs offering a mix of activities.

The target population is explicitly focused on youth who have been historically underserved and marginalized, along with youth facing barriers to employment. The FOA highlights groups including Black, Latino, and Indigenous youth; Asian American and Pacific Islander youth and other youth of color; members of religious minorities; LGBTQ youth; youth with disabilities; and youth who are otherwise harmed by persistent poverty or inequality. It also calls out barriers-to-employment populations such as foster youth, parenting youth, youth experiencing homelessness, and justice-impacted youth. In practical terms, applicants are expected to design programming and partnerships that meet these young people where they are and address obstacles that often block access to career exposure, training, supportive services, and early job experiences.

A key restriction applies to prior awardees: organizations that received funding under the FY 2023 Workforce Pathways for Youth FOA (FOA-ETA-23-06) are not eligible for this competition. Applications from those entities will be treated as non-responsive, and the government will verify eligibility using the applicant's Employer Identification Number (EIN), so this is not a flexible requirement.
